ZALA primarily performs regional development tasks, which include the coordination of development processes and projects. The organization's primary areas of activity are regional and rural development, spatial planning and coordination. In line with the Hungarian regional development system, counties in Hungary have an important role in the planning and implementation of regional development programs, as well as in the definition of priority development projects financed by the EU.

ZALA plays an important role in supporting local and regional efforts; in coordinating development ideas and organizing them into county networks, and in creating the background and foundations for developments. Through this activity, it also represents significant added value in the Com(p)AGE project, as it ensures the involvement of the necessary partner circle and expertise, synergy with already implemented or planned developments, and the integration of the project into higher-level development policy efforts.

ZALA is in close contact with local governments, social, educational and higher education institutions, as well as other non-profit organizations in the county, having cooperated with each other for a long time. ZALA maintains a supportive and coordinating relationship with organizations for the elderly, as well as civil and institutional actors dealing with the elderly, which, although not strictly a legal task for them, is an effort to positively influence the demographic changes taking place in the county through state measures, so far primarily from the European Social Fund.
